Luis Cortes Romero
Luis Cortes Romero is the managing partner in Novo Legal Group’s Washington Office where he practices exclusively in immigration litigation. Mr. Cortes Romero is a trial and appellate lawyer who has represented clients in a wide variety of immigration-related cases, including constitutional issues, challenging immigration detention, immigration consequences to criminal convictions, and seeking waivers of inadmissibility. He has represented clients in high-profile constitutional litigation involving equal protection and due process claims. He also represents clients in connection with governmental investigations.
A DACA recipient himself, Luis served as co-counsel in the landmark case DHS v. Regents of the University of California before the US Supreme Court, which struck down the Trump administration’s 2017 decision to end Deferred Action for Childhood Arrivals. Additionally, Luis serves as an adjunct professor of law with the University of Minnesota Law School and a board member of the National Immigration Project. With Novo Legal Group, Luis continues his focus on impact litigation and zealously advocates for expansion of immigrant rights and protections throughout the United States.
